SOLICITOR REPORT: *Resolution will need done for collection of 2011 delinquent earned income taxes. *Investigation is moving along.
COUNCIL COMMITTEE: *R. Stein attended York Adams Tax Collection Committee meeting. *S. Teletnick is taking a training class the week of October 31st. . TREASURERS REPORT: *Motion made to accept treasures report by S. Blouch, seconded by D. Isenberg…carried.

COUNCIL COMMITTEE: *R. Stein attended WSTB meeting, next meeting will be October 19th. -WSTB will no longer be the EIT collector, as of 1/1/12 it will be YCTB. *S. Teletnick will be taking a certification class Oct. 31st-November 4th. *Need a representative from borough for the Sewer Authority.

PUBLIC COMMENT: *Motion made by T. Vasco to allow J. Arnold to burn any day of the week in the month of August, seconded by S. Blouch…carried. *Larry Harbold attended meeting to discuss the proposed Regional Emergency Operations Center.

ENGINEERS REPORT: *M. Begis reminded council the borough needs to adopt the Storm water management ordinance by October 11th, 2011.
SOLICITORS REPORT: *Jim had a meeting with the state police to discuss the case concerning Deb Walker. He has also had communication with the bonding company.
COUNCIL COMMITTEE: *R. Stein announced that the Cumberland County and WS tax bureau are working on the by-laws.
STREET COMMISSION: *Signs to warn traffic of upcoming firehouse have been bought and will be put up.

FIRE REPORT: *212 fire calls for the year, 40 for the month, and 5 in the borough.
ENGINEERS REPORT: *M. Begis said the borough needs to adopt the Storm water management ordinance by October 11th, 2011.
SOLICITORS REPORT: *Jim has a meeting scheduled with the state police to discuss the case concerning Deb Walker.
COUNCIL COMMITTEE: * Mayor Adams announced that he received the plaques of appreciation for the fire hall and the church. T. Vasco made a motion to give the fire hall $400.00 along with the appreciation plaque, seconded by S. Blouch…carried. *R. Stein announced that the Cumberland County and WS tax bureau are working on the by-laws.

*Discussed having S. Teletnick issue building permits and have B. Shelly

PUBLIC COMMENT: * Bob Shelly of RAS Engineering Inc. said he would like to get together and talk with council about taking care of the building permits and inspections for the borough.

FIRE REPORT: *186 fire calls for the year, 35 for the month, and 2 in the borough..
ENGINEERS REPORT: *We discussed applying for the CDBGrant to get money to have an engineering study done to see what the best solution would be for the flooding problem at Cabinview. D. Isenberg made a motion to pass a resolution to apply for the grant, T. Vasco seconded….carried
SOLICITORS REPORT: *Jim has been in contact with the state police about the case concerning Deb Walker; all information concerning her is still being reviewed.
COUNCIL COMMITTEE: * Mayor Adams announced that we made approximately $1,500.00 on the carnival this year and he would like to make a donation to Franklintown fire hall in the amount of $400.00. *The borough is also going to donate all of the leftover ice cream, spoons and cup to the church.
TREASURERS REPORT: *No treasures report for the month…will have May’s report at the July meeting.
NEW BUSINESS: *Pay IRS $1,000.00 a month to get caught up on unpaid payroll taxes.

Franklintown Borough Council Meeting May 4, 2011
D. Blouch called the meeting to order at 7:30pm.
Council Present: A. Rosenberger, R. Stein, R. Blouch, B. Shea, & Mayor Adams.
Visitors: J. Robinson, M. Begis, C. Wonders, S. Teletnick, J. Kilgore, Marvin Wilson, Peggie Williams, Tammy Lake, Cami Staub, Samantha Harner, K. Reichart, D. Riley, & Jerome Ege
PUBLIC COMMENT: *Cami Staub and Samantha Harner announced their concerns about the flooding of the Cabinview Townhouses and they wanted to know what can be done so the rain water on the borough streets doesn’t run in their retention pond. With much discussion the borough decided to apply for a CDB Grant to do some changes on the storm drain system. The borough hopes to redirect water on West Alley to the storm drain in front of the post office and down East South Street. *There was other concern from D. Riley, K. Reichart and J. Ege about flooding in Franklin Glen. The council is hoping that if we are able to get grant money to fix the Storm system this will fix not only flooding that occurs with Cabinview but also in Franklin Glen. *J. Kilgore wanted to know the total amount due for the fireworks, Mayor Adams responded saying $3,500, and the cost will be covered by the sponsor money the park and recreation fund has received. . FIRE REPORT: *113 fire calls for the year, 25 for the month, and 2 in the borough. Mike thanked the Borough for sponsoring a trophy for the car show.
ENGINEERS REPORT: *DEP sent a letter to us that requires a county wide ordinance that meets their requirements be in place by October 2011. They will have a draft ordinance we will be able to use.
SOLICITORS REPORT: *No new news about the case against Deb Walker. Jim said he has been in contact with someone from the bond company and has sent them information regarding the case against the former secretary.
COUNCIL COMMITTEE: * Mayor Adams said we might have to move the carnival to the field behind the firehouse. He also reminded everyone that the fundraiser at Hoss’s is this Sunday, May 8th. *R. Stein announced that the York County Tax Bureau and Adams County Tax Bureau are now going together as one.
STREET COMMISSION: *Talked about cleaning the streets this year…the council will survey the streets and talk about it again at the next council meeting.

NEW BUSINESS: *D. Blouch announced that we need four property owners in the borough to be on the zoning hearing board. Three people at the council meeting volunteered to be on the zoning hearing board. They are Samantha Harner, Cami Staub, and Jerome Ege. We are still in need of an alternate.

Franklintown Borough Council Meeting April 6, 2011
D. Blouch called the meeting to order at 7:30pm.

PUBLIC COMMENT: *J. Kilgore asked about the dirt that the borough is receiving. He wanted to know if we are paying for it….Mayor Adams told him that it is free.
*Julie May from the Glenview Condo’s asked if the condo’s that are in the Borough could refuse the boroughs trash and D. Blouch told her no…but he condo’s that are located in Franklin Township could. Julie also wanted to know if the borough would consider using the same trash hauler as the township. We would consider it but the borough can’t change trash haulers till December when our contract is up.

FIRE REPORT: *Mike reported that there were 3 calls in the borough. For the 2010 year there were 129 calls / 25 of them were in the borough. 3- Structure-Residential 15- Medical Assist 1- Controlled Burning 2- Auto Accident w/ injuries 2- Auto Accident w/ no injuries 1- Automatic fire alarm 1- Smoke investigation
ENGINEERS REPORT: * Mike commented on grant money. Dick asked if we could get grant money to repaint the water tower. Mike said he would get back to him on that.
SOLICITORS REPORT: *J. Robinson announced that the case against Deb Walker is still being reviewed by the state police.
COUNCIL COMMITTEE: *J. Adams presented the budget for the carnival. T. Vasco made the motion to approve the budget, seconded by R. Stein…carried.
T. Vasco announced that the borough and the Franklintown U.B. church will be doing another Easter egg hunt on Saturday, April 23rd and 10 am.
TREASURERS REPORT: Motion by A. Rosenberger to accept treasures report, seconded by S. Blouch…Carried.
NEW BUSINESS: *Mike Whitzel announced that the Franklintown firehall is having an auto and bike show on June 19th. T. Vasco made a motion for the Borough to be a trophy sponsor for the show, seconded by D. Isenberg…carried.

COUNCIL COMMITTEE: *J. Adams announced that we have raised $625.00 so far for the carnival. There will be another carnival meeting on Tuesday, March 8th at 7:00. Fireworks will go off at 10:00 this year. Napa is donating hats and bags.
STREET COMMISSION: *Voted to have Cabin Hollow Road changed to East or West Cabin Hollow Road in the borough. Motion made by A. Rosenberger seconded by S. Blouch…Carried

*Discussed the two water and trash accounts that have high past due balances. Council decided to take them to District Judge and place a judgment and if they don’t pay within 30 days file to have sheriff sale.
*Discussed D. Blouch looking into another energy supplier for the borough.

PUBLIC COMMENT: *J. Kilgore commented on the trash fund and the outdated billing system. He also commented about the zoning.

FIRE REPORT: *Fire report given by T. Vasco- 36 calls in January, none in the borough.
ENGINEERS REPORT: * None
SOLICITORS REPORT: *J. Robinson is working on the open records request from James Kilgore for copies of Richard Blouch and Deb Walkers W-2’s for 2003-2009….Copies of all W-2’s requested for Richard Blouch have been submitted but 2005 & 2006 are still missing for Deb Walker. We are in the process of looking for them.
*Jim sent a letter on January 10th to the York County D.A with all the audits and information against Deb Walker that we have as of now. All information also went to the State police for review.
COUNCIL COMMITTEE: *J. Adams announced that there will be a meeting to discuss the carnival on Tuesday, February 8th at 7:00.
*R. Stein talked about the Tax meetings he attended.
STREET COMMISSION: *Need to do some work on Cabin Hollow Road when the weather gets warmer. *Need to do crack sealing on various roads in the borough.

D. Blouch called the meeting to order at 7:30pm.

Visitors: M. Begis, Robinson, C. Wonders, B. Linsenbauch, P. Williams, R. Hershey, R. Tobin, G. & K. Ulrich, J. Kilgore, M. Wilson, D. & T. Palmer & D. & D. Albert.
Motion to approve last months minutes by T. Vasco, seconded by R. Stein....Carried.
PUBLIC COMMENT: *R. Tobin questioned if there is an investigation against former secretary, Deb Walker. -J. Robinson answered that as of now there is no criminal investigation. We are in the process of getting all the documents that will be needed for it.
*R. Hershey wanted to know what the requirements are for replacing his current trailer with a newer bigger one and what actions he needs to do to get that approved. -D. Blouch said he would call Codes and get the information needed.
*Kathy Ulrich asked if we have yearly audits done for the borough. -T. Vasco answered that we do have yearly audits done. The audits are behind and are currently being worked on. Audits should be up to date this year.
*Lisenbauch commented on new accounting system and who will be overseeing the new safeguard procedures for the borough. -Vasco answered that we are implementing a new accounting system and the council will approve all new procedures.
*J. Kilgore commented on the trash fund.
*Mayor Adams questioned if everyone on council and himself will be kept in the loop to what’s going on. -T. Vasco and D. Blouch apologized for not keeping him informed of what was going on with the secretary position.
FIRE REPORT: *Given by Mike the Franklintown Fire Chief: There were 38 calls/ 2 in the borough. *June 11th the fire hall will be holding an Auto and Bike Show with a tractor display.
ENGINEERS REPORT: * Mike received notice from DEP that the MS4 permit has been extended to June 11th 2012.
SOLICITORS REPORT: *A municipal lien was filed against John and Lisa Yeagy, 118 S. Baltimore Street. Total due including prior lien is $1,104.41. Charges filed 12/28/10. *Jim also discussed that he would like borough councils approval to take the information against Deborah Walker to the York County district attorney. - Jim advised the council to take the information that we have against Deb to the York County District attorney so that they may start a formal investigation against her. It will be a third party and will be a fair investigation.
*Ben Shea made a motion to give permission to Jim Robinson to take the information that we have against Deb Walker to the York County District Attorney, seconded by D. Blouch…Carried.
Mayor Jim Adams announced that the Franklintown Carnival will be held May 11th-14th.
TREASURERS REPORT: * No treasures report due to implementing QuickBooks.
OLD BUSINESS: *D. Blouch announced that he fixed the street sign at Church and South Street.
NEW BUSINESS: *Reading of Deb Walkers resignation letter, motion to accept by T. Vasco seconded by S. Blouch….Carried.
*T. Vasco made a motion to hire Kacey Baumgardner as the new borough secretary, seconded by A. Rosenberger…Carried. -Salary of $22,000 a year for secretarial position for the Franklintown Borough and Authority.
*T. Vasco made a motion for D. Blouch to be the administrator for the pension fund for the Franklintown borough, seconded by R. Stein….Carried.

PUBLIC COMMENT: Heather Miller was here to discuss ribbon cutting ceremony for flag on Sat. Dec. 4, 2010 at 2pm. M. Wilson was here about street signs that need repaired. They are Church and South, Firehouse St and 194. Also a stop sign at South Ave and West.
SOLICITORS REPORT: Robinson reported on the Harbold property. Motion by Vasco and 2nd by S. Blouch to have an executive session at the end of the meeting.
Stein reported on the W. S. Tax Bureau.
TREASURERS REPORT: Motion by Vasco to accept treasurers report and pay the bills. 2nd by Rosenberger. Carried.
Motion by Vasco to appoint W. S. Tax Bureau to collect 2011 taxes. 2nd by Stein. Carried.
Motion by Vasco to approve the 2011 budget. 2nd by Rosenberger. Carried.
Motion by Vasco to pay council. 2nd by S. Blouch. Carried.
Motion by Vasco to put light up at flagpole. 2nd by S. Blouch. Carried.
2007 audit is completed and available.

Motion by Shea to terminate D. Walker as Borough sec/treas as of 12/31/2010. 2nd by Isenberg. Not having a unanimous vote a roll call was taken. Isenberg-yes, Shea-yes, Stein- no, Rosenberger-no, abstained S. Blouch, Vasco, D. Blouch. Motion did not carry.

WATER AUTHORITY Authority is in the process of combining loans to do well and painting.
COUNCIL COMMITTEE: Vasco reported on the BBQ Chicken. Took in $29.00 from yard sale spaces and water. Aleica Taylor asked for a refund on the deposit of $5.00 for her yard sale space. Motion by Vasco to refund Taylor her $5.00. 2nd by Shea. Carried. Adams informed council of a letter that council members could attend a York Revolution baseball game if interested. R. Stein informed council that he attended the TCC meeting on July 26th. York County Tax Bureau will collect our EIT taxes.

STREET COMMISSION: East Ave and Rt194 has vegetation growing at the bottom of stop sign. Also cars parked on side of East Ave.
OLD BUSINESS: 1.) Discussed garage at J. Harbold’s property. Letter has been sent to have the property cleaned up within 20 days of receipt of letter or a fine will be imposed. If not cleaned then the next 20 days will start and an additional fine will be imposed if not cleaned up. Fines could double. 2.) South Heights has mowed the grass at their property. 3.) Discussed Arnold property. Letter needs sent. 4.) Discussed sides of streets that need mowed. Motion by D. Blouch to have Adams son do the mowing and pay him for it. 2nd by Vasco. Carried. 5.) Vasco made a motion to buy playground mulch. 2nd by Stein. Carried. Vasco made a motion to have emergency lights put in the Borough office per request from the insurance company. 2nd by S. Blouch. Carried.
Adams informed council he was at the borough office to apply for a junk yard permit. He was told the Borough needs to find out from the solicitor if he needs a permit. D. Walker asked what council members would consider being on the budget committee. They will have until next meeting to decide.

PUBLIC COMMENT: Heather Miller was here to ask the Borough’s permission to put up a flag pole in order to achieve her gold girl scout award. Motion by Rosenberger to give approval to do the project. 2nd by Vasco. Carried.
BUILDING PERMITS: Franklintown U. B. Church will be refurbishing their cross out front. No permit is needed.
FIRE REPORT: There were 32 calls for the month of June. None in the Borough. Whiltzel needs a copy of the burning ordinance, so he can enforce it. Whitzel also asked about having Fire Department signs put up. Will need to contact the state, because of the road being a state road.
ENGINEERS REPORT: Borough has received complaints from Franklin Glen about Timberview Vet’s water runoff. Problem is being looked into.
SOLICITORS REPORT: Discussed the cost for collection of delinquent accounts.
COUNCIL COMMITTEES: Chicken BBO and yard sale will be held July 10th. Adams received a card and letter from Tall in the Saddle, thanking the Borough for allowing them to come to the carnival. Discussed having another Hoss’s night. Next years carnival will be held in May.

Letters need sent to property owners that have high grass, junk, and are causing a nuisances.

Allen discussed Chief of Fire Company going to fast down Baltimore St. She is concerned about the speed now that school is out. Alan Rosenberger thanked Council for cards, prayers, and fruit basket.
ENGINEERS REPORT: Discussed if there are any outstanding permits needed for Timber View Clinic. Need letter of Credit for sidewalks and storm water. Will need to reapply for waiver for MS4 with DEP.
SOLICITORS REPORT: Discussed collection procedure. Motion by Vasco to adopt Resolution 2010-03, policy and procedures to collect outstanding trash bills. 2nd by S. Blouch. Carried.

Mayor and President attended a ground breaking ceremony for Timber View Clinic on Wed. June 2, 2010. Discussed problem with numerous vehicles at Jere Harbold’s property. Will need to send a letter about vehicles and also mowing grass. Borough needs to check 9 S. Baltimore St for unlicensed vehicles and find out who owns them. Borough needs to check Arnold property. D. Blouch will be holding a fund raiser for the director of the NYCSF. Tentative date is June 26th at the fire company. The Borough has no involvement with this fund raiser.

ENGINEERS REPORT: Put plan together for Borough Park. Need 3 people for planning committee. They will be Rosenberger, Isenberg, Shea.
SOLICITOR REPORT: Have lien on properties. Will decide at next meeting what to do about collections.
COUNCIL COMMITTEE: Adams discussed the carnival. Trying to get donations for fireworks. Next meeting for carnival will be Feb. 8th at 6:30pm. Will be having a car show, and possibly a tractor show. Wednesday will be student night, Thursday will be bluegrass music. Friday will be car show and Fireworks, Saturday will be tractor show and other music. Discussed possibly having the Easter Egg hunt with the U. B. church. B-B-Q will be the 2nd weekend in July. Will split the profit with the person making the chicken.

Adams told council that the electric company has agreed to hook the electric up for $85.00.
NEW BUSINESS: Motion by Stein to approve Resolution 2010-01. Municipal obligation of $3500.00 for year 2010 to PMRS towards secretaries pension. 2nd by S. Blouch. Carried. Motion by S. Blouch to approve Desk Top Capture Program for 2010. 2nd by Vasco. Carried. Vasco discussed about the girl scouts doing a community project. Possibly doing a flag pole project. Invitation to the Fire Company annual banquet on Feb. 27th. Sec. discussed about minutes on the website. Once the minutes are approved from the previous meeting, then within a week after the meeting, they will be put on the website. Discussed about flyers being put in billings. It has always been the borough policy that if either church in the Borough needs a flyer put in a current billing it will be done as long as the churches make the copies.
